Communiquer avec l'ensemble des services pour identifier la source du problème ou les besoins. Identifier la source et proposer une solution optimale qu'elle soit technique (nouvelle solution/ développement) ou un changement de processus. Construction d'un plan d'action pour passer de l'état actuel à la solution optimum pour la société. Identifier risques et impacts du changement.
